[FIXED] r7763 connecting to seeders when seeding

I don't know if it's intended or not, but i'm having finished torrents, wich i just left to seed and i'm seeing that transmission is connecting to every peer, no matter if the peer is also a seeder.

For anyone interested, this was an unintended side-effect of r7761. In essence r7761 is a change that says "don't get rid of any of the peers you have unless you have candidates to replace them with"... based on your comments, r7765 now says "... OR unless they're in an error state, or if we're both seeds".

r7765 fixed it. Had not noticed this until repatilla pointed it out. Prior nightlies would show several peers connected with zero download speed, and this fixes it.
