Make torrent in queue active when others are "too slow"

I'd like to see a feature in Transmission where I can set the min speed for torrents in preferences and if a torrent goes below that for a certain amount of time then the next torrent in the list will become active. The min speed/time setting should be customizable. Maybe even have a global min transfer speed setting. It doesn't have to be 100% perfect, just so a more or less constant flow of data is being sustained. Thanks.
