[bug] somehow poisoned swarm hash fail, auto ban fail.

At first i thought it was because autoban on "corrupted data" was not implemented.
It has been but unfortunaley my thread was nuked before reply.

now i have lack of explanation of the root cause.

Situation:
2 known seed-boxes
1 known webseed
Tracker openbitorrent.

One main seed-box was brought to 75% of completion of the torrent.
this seedbox is blocked from the webseed/tracker because of open bit torrent blocking all known major server farm ip blocks to reduce spam and load.
some other seed-box has appeared seeding at not a small rate unfortunatley Transmission classifies all its data as "corrupted" and flooded torrent with 5gig of rejected data from hashfail, just to even reach 75%
many various users have tried to route around the damage of the seed box but no one can get to the web seed, and are being flodded by bad seeder. some how something is not right. I tried and failed and then bailed because im just eating bandwidth of the swarm, only to reject on corrupted data, it is not all seeds or my connection just one. *edit* particular seeder (we think, that is trying and failing to be helpfull)

That might not be enough --- see #5923.
