[feature request] Customize filter bar.

It would be super useful if there was another tab in the preferences windows called "Filters" here a user could add, delete and rearrange filters. These filters called also be applied when adding a torrent.

I just read about a site called balsamic mockups via download squad and thought i would mock one up my self.
