Transmission loads but doesnt ask for me to log in.

I have a user and pass set up but for some reason whenever i load the page (ip:9091) i'm not asked to log in. The interface just loads, this doesnt mean its working though, it can't connect to the server. Which makes no sense because its on the server. either way, this is my problem - is there a setting i should be enabling to get this to work? i spent most of last night on this and im really at a loss. Any help will be appreciated.

You're probably changing the wrong configuration file, or not stopping the daemon before doing any changes.

Are you following Edit Config Files?
