Reseeding Torrents?

I'm using Transmission 2.17, administered from the web interface.

I've been asked to reseed a completed torrent, which I have. I added the torrent link again to Transmission, but it's starting to download again, rather than seed. How do I get it to seed without re-downloading, please?

Is the "Move Data File" a command that can be issued from the Web Client? If so I cannot find it.
