WEb client refuses to connect

I repeatedly get a 401 error when trying to access the web client for transmission on Mint 11. I turn off authentication and only allow these IP's and I still can not connect from the same machine transmission is running on, let alone from any other machine on my network.
I have deleted the settings.json, I deleted the transmission folder in .config and I uninstalled and reinstalled through package manager.
Not sure what else there is left to do....
