[UBUNTU] Port remains closed

This is perhaps a bit general Ubuntu-related quesion but it's essential for my using of Transmission. Basically I can't open any port no matter what.

To be brief: I flushed iptables and now they're empty. UFW has been reset and is disabled. There is no other firewall software. Router's firewall is temporarily disabled. My ISP doesn't block anything. When Transmission is on, "netstat -ntlp" in Terminal shows me that it listens to an appropriate port.

And yet Transmission, as well as http://www.yougetsignal.com/tools/open-ports/, tell me that the port is closed. http://www.canyouseeme.org/ only says that it "could not see my service" because "connection timed out".

Curiously, "nmap 192.168.1.210 -p59654" tells me:

Nevertheless torrents download at VERY low speeds. Uploading seems normal. Any suggestions?


PS. I'm using Ubuntu 12.04 and Transmission 2.61.
