can't keep inactive torrents from stopping seeding

I'm trying to set up transmission on ubuntu server 14.10. I think i've been through every setting in the settings.json and don't know what i can be missing. What settings can make a seeding torrent stop after a certain amount of time without any activity. it says seeding complete. i want to keep these seeding till i remove them. it is really getting annoying
