Transmission pausing everything and ignoring ratios

So, running transmission 2.84 on my Pi2. Two things I've got going on. One is every so often, when I log into it. everything is paused. Just...everything. I can resume all, and they will, but it's weird cause it's just random. Second issue is it seems it ignores my seeding ratio sometimes. I seed to a ratio of 2, but sometimes it'll notice a torrent at 5, 10, 20, 100 x's ratio. This is killing my bandwidth! Any ideas what could be wrong? And a way to get it to respect my ratios??
