libnotify -- Launch a script when torrent is complete?

I don't know if this functionality is actually related to the desktop notifications. But is it possible by any means to execute some action (other than a notification) when a torrent is complete? I am thinking of something like sending a downloaded video file to HandBrakeCLI for conversion to another format.
