Trans 1.5 Speed Limit will not work.

Hey there...

I've used transmission for quite a while now and I've recently updated to 1.5 and had no problems until about a day or two ago. When even I try to activate Speed Limit or limit by bandwidth overall, it does absolutely nothing.
Has anyone heard of anything like this?

try to see if it works when you limit it then pause all the torrents and start them?
