creating torrent with tracker and seeding problems

Mac OS X v10.4.11
Transmission v1.51

When creating a torrent and after adding the tracker I get an error message:
Creation of "name.torrent" failed.
An unknown error has occurred. (1)

If I don't add the tracker, Transmission will create the torrent without an error message, however, I was told that I need to get the tracker in there.

I ended up creating the torrent with Bits on Wheels, however I would prefer to seed with Transmission and can't figure out how to get Transmission to begin seeding. After adding the torrent I tried the "Move Data File To..." feature, to get it to read the torrent folder and begin seeding, but that didn't work. Again, it worked in Bits on Wheels, but I would really prefer to get this to work in Transmission.

Any assistance greatly appreciated. Thank you!

UPDATE: I think I was able to successfully add the torrent I made to Transmission to seed, however, it only found 99.99% of the data and is stuck and isn't seeding. I read in a general help Forum elsewhere, to pause the torrent and select Force Re-Check, but Transmission doesn't appear to have such a feature. What should I do? Thanks.

2nd UPDATE: I deleted the JPEG file that was causing the torrent to be stuck at 99.99% complete and now it shows that it is seeding in Transmission, however, the site where I have it listed shows it as 0 Seeders. Any suggestions how to get the torrent to show as seeding on the site where posted?

I still can't create a torrent with Transmission with a tracker announce added.
