open-file-limit in settings.json

After a relentless search both here and everywhere, I cannot find an explanation for the following setting:

"open-file-limit": 32,

I was hoping that this setting would limit how many torrents were active at any given time, but after changing the value and restarting the daemon, it doesn't appear to do anything.

How can I set it up so that only 4 of the total amount of torrents are active? In other words, if I have 10 torrents loaded in Transmission, how can I set it to only have 4 active at any given time?

System:
Ubuntu 8.10 Server amd64 - no gui
Transmission 1.51 CLI - using built in web gui / watchdog script / blocklist is enabled

I have this same issue, Where do I set number of active torrents for transmission-daemon?
