Upload Speed Limit as Ratio of Torrent's Avg DL Speed

Is there a way to have each torrent upload at a speed that automatically matches a ratio or percentage of its average download speed, until it completes downloading?

For example, I have my global download speed set to unlimited, and I am trying to have the torrents that are actively downloading; let's say that their average download speed is 100KB/s, and I want the upload speed to be limited, so that each torrent will not exceed twice (or three times, etc.) the average speed per torrent. In other words, they would automatically be limited to 200KB/s each (or 300KB/s etc.) If total download speed increased, then the upload speed limit would increase proportionally.

Or, instead of calculating a global average speed limit, each torrent would simply have its own upload speed limit calculated by its actual download speed, multiplied by the ratio/percentage. If this could be enabled to be linked to the global share-ratio-per-torrent limit, even better.

If I'm going to stop seeding after having reached 2 or 3 times of share ratio anyways, why not have it limit it mid-download?
