enforcing the share ratio

is it possible to force the share ratio to be enforced during download? so that it will turn off uploading when the ratio is exceeded? this is what I would expect, and is the conceptual basis of torrent protocols generally, so far as I remember (absolute enforcement of sharing ratios is the means for they could claim an optimumly designed sharing algorithm).
