Can not download??

For nearly one month i can not download anymore from any torrent application.
I am staying in a dormitory is a private network..but when i look the port on transmission they seem open..
but still when i open a torrent, it downloads like 2-3kb/s very slow..
how can i fix the problem?

It sounds like the administrators of the network are specifically blocking BitTorrent. Have you tried forcing encryption with the peers? There's also a possibility that they block anything that resembles encrypted BitTorrent. You could try using a port that is more standard for applications that access the network.
