1.80b1 BUG: Speed Limit mode not respected

Using the 1.80b1, the Speed Limit mode settings are no longer being respected. I have the DL set to 0 from 8AM to 11:59PM, but the torrent downloaded at full speed during that time. I tried toggling it to "reset" it, but that didn't help. Also confirmed that the Speed Limit mode is not working on the 9710 nightly build.

As I have further looked into this, I notice that it seemed to work if I did the following:

1) In Preferences, change the DL speed in the Speed Limit mode section to something > 0.
2) Close Preferences.
3) Go back into Preferences and set the DL speed back to 0.

Now it respects the Speed Limit mode ... until ....

You turn off Speed Limit mode manually then turn it back on. It seems that, once the torrent has started downloading then turning on Speed Limit mode doesn't stop it. Almost as if the speed limits on the torrent have been set to "ignore" global limits. I did check the torrent, and it is not set to ignore the global speed limits.

I reverted back to 1.76, as there was no response on this issue.
