UTorrent works Trasmission does not

I used to use Transmission all the time, then I bought a new computer and it no longer ill work. However Utorrent works fine. I set up Transmission as I always have in the past using a specific port number and port forwarding through my router. The router has not changed since I got my new computer. The new computer is using an IP address within the range of the port forwarding rules, and the port is showing up closed. I can get uploads to work, but downloads stall. When I use a randomized port, it shows that the port is open, but still no downloads. Even when I use the same port that Utorrent is using, no downloads. What is going on? Anyone have any ideas?
