If you have Transmission set to seed a maximum number of transfers, but some of those transfers have 0 peers, then they still count as active, and prevent seeding of other transfers that might be more useful to others.
Perhaps, if an active transfer has 0 peers for a while, Transmission should try swapping it for a transfer that is "waiting to seed", thus helping us improve our ratios sooner.
Or perhaps a transfer with 0 peers just shouldn't count towards the limit.

It might also be cool to automatically rotate out torrents that have share ratio of 1:0 if there are torrents with lower ratios.
