My global seeding is 3.0, but there are certain trackers that I would like to seed forever. Is it possible to automatically assign different seed to ratio rules based on group assignments?
Apologies if this feature is in a current version, I am using 2.03 right now but intend on updating soon.

No, those kinds of settings per group don't exist yet. Nothing has changed recently in terms of features for groups. There have been patches to move the groups functionality into the core of Transmission, so that they may be used in all the rest of Transmission interfaces.
