I see this was disabled a while back (https://trac.transmissionbt.com/ticket/228), but I would like to petition it be enabled again.
Other bittorrent clients (vuze, deluge) allow one to keep a torrent enabled but set the single file not to download. This permits you to seed whatever little bit you have downloaded.
Note that transmission permits this precise behavior for multiple-file torrents -- deselect all and it will seed whatever you have.
I realize that setting the download speed to zero will achieve the effect of seeding whatever you have, but this still results in tons of peers connected and doing nothing; multi-file torrents with all files deselected have zero peers when no uploading activity is taking place.

Personally I do not see any reason or "benefit" in seeding a partial one-file torrent.
If you really think this is so beneficial then open a new track-ticket and make your case there, and don't forget to state what benefits you do get outside of "you can seed what you have".
