Receive buffer?

On launch 2.31's message log reads (as did 2.30's):

1. Does this failure effect its performance?
2. If so, how can it be fixed?

I have the EXACT same error (even the numbers are the same) and wonder what it means and how to fix it. I run Transmission 2.31.

[...]...or you can try disabling µTP in Prefs->Network.

<edit> turning it back on instantly reduced usenet client download speed by 80%, off again and all is well - this µTP thing appears to have a serious issue
