Using Bandwidth even when idle..MAKE IT STOP

I have Transmission 2.31 running on a Mac Mini. When no torrents are active and nothing pending, etc. (basically Transmission just sitting idle waiting for me to add a torrent), it is constantly pinging various IP addresses. I have LilSnitch network monitor running, and Transmission just sits pinging away. How can I make is actually go idle, and stop this resource drain and pinging?

Turn off DHT, it stays connected to other peers, or shutdown transmission.

Well I tried turning off both PEX and DHT (one at a time and both), and it still just keeps pinging various IP... and Transmission has nothing in the window and is idle.
