Wait... what now?

Hi there everyone! I am a complete fail when it comes to torrent downloading. See, Im trying to download Cod mw2, and its finished downloading. But then it started seeding. I thought it would seed to the size of the file, which was 11GB, but it is currently at 25.27GB. Ive read some posts here and there about some sort of ratio, and mine is 2.12. Here are my questions:

1. Can some1 please explain to me in an understandable way what seeding is?
2. How much should a 11GB file seed? Does the ratio affect this?
3. HOW DO I OPEN THE APPLICATION?!?!?!? (if i can)

Oh and btw, the mw2 thing thus being seeded and downloaded is a .rar, should i jet open it or something?
