Transmission is slow (am I configured properly?)

I just wanted to double check, I'm getting the following response from one of the trackers for a specific torrent:
Got a list of 80 peers 8 minutes ago
Tracker had 685 seeders and 555 leechers 8 minutes ago
And yet, I'm getting 0kb down from that torrent, and this message:
Downloading from 0 of 2 connected peers - Idle
Is that normal (ie not enough seeds are online at the moment) or is there something wrong with the torrent/tracker/my Transmission configuration?

Funny, I previously read that page and followed all followable instructions, but skipped over the testing with another torrent. Well, I have done so now, it's been running for a few minutes, but still isn't working too swell even with so many seeders listed on that page. Perhaps if I give it a few minutes it will finally pick up.

Other torrents are downloading at about 7kB/s (but upload speeds [capped at 45kB/s] are fluctuating up and down which they didn't used to back in the day), but at least it's working.

I have fiddled with my setting several times within the last few years. Is there a list of which settings are _ideal_ for certain situations? (or at least a description of each for the non-network-protocol savvy?) What is the recommended peer count for a 350kB/s download and 60kB/s upload speed?
