SCTP protocol support

Since transmission uses libcurl the prospects are about the same.

(Yes I am the same guy that answered this exact text when you added it as an enhancement request on Transmission-Qt for Windows; I still think its spam, proselytising, not really relevant since you need both ends to use the same transport/protocol).
