Queue Not Preserved

Hi,
I'm using transmission-daemon 2.84 (14307) on Raspberry Pi 2 with Raspbian Jessie.

I'm using it in headless mode.
I set to download 1 torrent at a time & so other resumed stayed in queue.
I set a queue to download in order according to my priority in web-gui.
When i again restarted My Pi,queue order is lost & arrenged in random order.
I also see 2 file downloading simultaneously although i set to download 1 file at a time in setting.(However other remain in queue,so no problem there,but queue order lost)

So how to preserve Queue order????

Well in what order transmission requeue after restart?????? by .torrent file name (.torrent file that is added & stored in )or torrent name
I'm using flexget to add torrent.So i'll try to rename them before adding by some script
