Automatic download from FTP directory

Hello, there is an FTP server and a server transmission, on the transmission server an FTP directory is mounted via fstab, whatch-dir is looking for / mnt / ftp in this directory. From another computer, I upload an .torrent file to FTP. The download does not start immediately, only after the transmission service is restarted. How can I fix it please tell me?
