Peer Port won't stick

I keep setting the listening port, incoming port, or the peer-port (and I assume these are all the same thing), to a value and the WebUI's keep resetting it to 0 or 1.

This is happening in Shift (1.1, built-in to docker container) and Transmission Web Gui (fork)

The settings.json file has the right value.

I just ran a test with Linux / Docker / transmission-daemon 4.0.5 (a6fe2a64aa) / Shift 1.1 where I changed the port value to 51111, clicked Apply and then stopped/started the Docker container. The port number was still 51111, so couldn't reproduce the described issue. I did see other issues specific to macOS where settings were not stored in settings.json but in a plist(?).
