When I start a torrent, I get a list of many CLIENTS (ten or more full seeders) that show 0 data transfer, then they all disappear, then reappear, then disappear, and finally after a long time, start to send data
This is very frustrating and time consuming
What am I doing wrong?

Not mentioning the client app your using, but I guess from the follow-up post you use the MacOS version of Transmission.
This may be a network issue, but it could be something completely different or benign. How long does it take for a torrent to actually start downloading? Is the term "clients" actually used in the interface? I think that should be peers.

Yes, I did list Transmission 4.0.6 (38c164933e), but that got lost in an edit, sorry
Starting time, not counting 8k every now and then, takes 10-20 minutes of fits and starts, with seeder list repopulating often before settling down
I often see one main seeder giving 8k-64k for a few seconds at a time, alternating with 0k with all other 10-15 seeders showing full data available but 0k download
I am using a VPN set to Netherlands
After 20-30 minutes now the 3.5 GB torrent has settled down into one at 500k bps and one at 1-2 Mbps
A few minutes later and 3 other seeders now supplying data 200kbps-500kbps
Starting time, not counting 8k every now and then, takes 10-20 minutes of fits and starts, with seeder list repopulating often before settling down
