Is there a way to force Very Local Data after a Torrent is completely downloaded?

I've been noticing an issue/pattern that happens maybe 10-20% of the time.

Transmission will say a torrent is complete and show the green coloured bar. As I check the content, I notice stuttering and pixelation, so I go to Verify Local Data, and discover the file is actually not fully downloaded.

Now whenever Transmission says a file is complete, I'll double check with Verify Local Data (and like I said before 10-20% its not complete).

Does anybody know why this may be happening? Is there a way to get Transmission to check itself when a file is done? Perhaps this is a feature request?
