might be a bit late, and basing on your speedtest, im guessing this is the culprit, slow internet speeds doesnt always means you are saturating your downloads, in this case you are saturating your upload bandwidth, think of it this way, we are talking on the phone, you keep shouting at me , but the microphone on my end is broken or covered up or im playing a music so loud it just overpowers my voice, you cant hear me, you keep yelling at me asking me if I am hearing what you are say, I keep shouting yes, but since you can't hear me, you keep asking the same question , or at the end you are pissed you just hang up, that is the same with communications. you send a request to a web server to send you something, since you are taking up your upload banwidth. your request gets there slow or is dropped, same thing, webserver will probably drop or respond only when he recieves your slow request :), solution , lower your upload rate, if its .49mb or 49KB/s on speedtest , go with about 30-35KB/sec on your settings.json

Limiting upload bandwidth is a workaround, the real issue is buffer managing in the router.

You could try to use the TCP-LP congestion avoidance algorithm and/or µTP, however I'm not sure it will work with a router that doesn't drop packets in a timely and "fairly" fashion.
