Is "proxy" option for tracker or transfer stream?

The provider upstream of my ISP is blocking BitTorrent tracker events, causing me grief when connecting with transmission. Setting the "proxy" option in the settings.json solves the problem. So, this is just a simple question about the proxy feature of transmission.
When I set the proxy (say, to a SOCKS5 proxy server somewhere on the net), is transmission proxying ONLY the tracker events and letting the download/upload torrent stream alone? Or are both the tracker events AND transfer stream being mediated through the SOCKS5 proxy I have chosen?
Thanks for insight; I found nothing about this on the Wiki pages.

unfortunatly the feature request in tracs is 11 month old... and i really do need p2p connections through proxies. ;(
so i had to disable transmission on my Synology NAS and turned back on utorrent on a windows machine... so sad...

Basically, we want to, using SSH proxy, have all tracker and data communication through transmission go through the SSH proxy.
Is it possible with those proxy settings?
Also, this link that mentions the proxy settings,

No, Transmission doesn't have any builtin support for that. You might be able to get something working with stunnel, but I haven't tried it and don't know if it would be successful.
As the link says, those proxy settings are "legacy options." They are no longer supported in Transmission.
