Question about seeding speeds

FYI, I'm new to all this. first post and my technical knowledge isn't extensive
I've read the faqs and looked into all the settings and such in transmission, but i've noticed a marked difference in my UL/DL speeds.
Optimally, I can DL at about 2mbps and that is from 3 or 4 different torrents. but I can only seem to seed at an average of 100kbs. That average is seeding anywhere from dozens to maybe 100-200 peers. This isn't a new thing. That average has been over a period of months and no matter what i change in my settings, I can't seem to increase seeding speeds. Is this an issue that I have no control over and it is an issue with my ISP or some other entity, or is there a way for me to increase the amount of data that seed per second of which I am unaware?
