From what I understand the high, normal and low priorities affect only pieces within a torrent. But it can well be possible that one torrent is far more important than the others. This would be also the case on seeding. If I am getting requests to send information to many different clients, couldn't I use the priority system to decide which of the requests is more likely to be answered now (use it globally, not just locally)?
BTW, I have used the priority within many pieces in a torrent and I can confirm that there it does a very nice job.

Last I looked I could adjust the priority of the torrent as a whole, that is right-clicking on it in the torrent listing, though that might depend on what interface you are using.
