I've lost the ability to initiate multiple simultaneous downloads from the web interface when I upgraded from v2.33.
I.e. if the default setting is 1 simultaneous download at a time, I am unable to force initiate multiple downloads from the web interface.
I was able to do so in v2.33
Is this a bug or deliberate ? I have to use the actual client if i want to do multiple downloads which is not practical for me.

I'm guessing you mean all downloads after the first are being queued. If that is the case then just select the one you want to start, open the context menu (right button if you have one -- do Mac's have one these days), use the "Resume Now" option.
That option means: bypass the download queue, and start immediately.
Of course the permanent solution is to change the queue limit. For that you have to stop the daemon, edit settings.json in either of these lines:
You can disable the queue changing the first line, or set a different limit with the second.

The toolbar is used to to manage downloads in a web interface.

I cànt bring up the context menu in the web interface on an ipad.
Also, the resume button on the toolbar is disabled if another torrent is downloading. I.e. I can't force initiate a download through the web interface like I was able to do in v2.33.

Something was changed in v2.40 and upwards which took away that functinality in the web interface.

Perhaps you should try a different Web client: viewtopic.php?f=8&t=12555
The rest of your message just shows you expect things that don't work the way you think.
I already answered that the difference is that now there is download queues, which can be disabled, or enabled with a parameter that specifies how many simultaneous downloads you want running.

I don't care about the download parameters & stuff.
My main gripe is that up until v2.33 I was able to *force* a torent to start downloading *irrespective* of the download parameters that were set.
I am unable to do that in v2.40 upwards from the web interface on my iPad.
I don't understand why that feature was taken away.
