Transmission

For about two weeks it has not worked as it should.
It now takes almost 3 minutes to appear after clicking on the desktop icon or selecting it from 'Applications/Internet/Transmission'. When it does appear, none of the torrents I am downloading start they all end up 'Stalled'. I have cleared my blocklist and downloaded updated lists from http://www.iblocklist.com/lists.php. After placing the downloaded 'txt' files in ~/.config/transmission/blocklist/ I rerun Transmission and it creates the '.Bin' files, so I know that part works OK.

I have even completely uninstalled it and then reinstalled it but that did not fix anything. I just don't know what to do next?
I'm running version 2.81 (14128)

I can't see anywhere to download the latest version???
I've got http://ppa.launchpad.net/transmissionbt/ppa/ubuntu (main) & http://ppa.launchpad.net/transmissionbt/ppa/ubuntu (source) as my PPA
and it's not downloaded the version you state is the latest....
