Unable to access web interface on headless server

I have a headless server running the CLI version of transmission. The packages transmission-common, transmission-cli, transmission-daemon are installed in Ubuntu Server 14.04.
Without making any changes to the config or any other changes to the server config or hardware, I went from having CLI access the night before to not having it the next morning. I'm wondering if a torrent I told it to download is gumming things up, but I cannot find any way to "reset" transmission so it forgets all of the torrents that were active/paused/stopped. I tried using apt-get to remove and install the packages again, which I know keep the config and other files, and that didn't fix it. I'm wondering where I might go from here.
I've confirmed I don't have access on the localhost by using ssh -l to allow my client web browser to connect as the local computer.
