Where are "download" "seed" tabs ?

Hi,
I work on an older webui ( Transmission Control ) on a recent server. I see the tabs "download" "seed" and co aren't display.
Why ? And how can I display the different categories ?
An example, when I click on "seeding", there are no torrents ...
