Transmission Magnet Link Window Prompt

Periodically at times when I download magnet torrents. Transmission doesn't automatically download the file. Instead it gives a prompt window to specify an actual location.
Settings:
Transmission > Preferences > Transfers > Add Window > All disabled
? - Is there a way have transmission download to a default location and not prompt the user to save the file?
? - Why is the user being prompted for a place to save the file? what is the source cause??
