How do you report a bug in this forum (forum functionality broken)?

I've found that the forum will show that I'm subscribed to a topic, but it doesn't appear in my subscriptions.
I tried to attach a screen shot, but after you try, the forum says the "forum attachment quota has been reached." The attachment function should be disabled then, and a message displayed conveying why.
