Run transmission with specific conenction only

Hello!
I have two internet connection and one of them is a failover cell data connection where torrent usage is not tolerated, your throughput drops to 0.5mbps immediately by the ISP.
I'm looking for a way to stop all torrent automatically when my internet fails over from one ISP to other. I'm using unifi devices and running transmission on unraid.
