403 forbidden transmission 3.0 on windows

Unauthorized IP Address.
Either disable the IP address whitelist or add your address to it.
If you're editing settings.json, see the 'rpc-whitelist' and 'rpc-whitelist-enabled' entries.
If you're still using ACLs, use a whitelist instead. See the transmission-daemon manpage for details.
this is the message i seem to get after just installing transmission 3.0 on windows 10 with the firewall turned off and no antivirus installed. i have no idea why or how to change it to allow it to work.
