more active downloads than folder in temp dir

Hi there,
I'm running transmission (3.00) on a raspberry pi 3 and noticed that the number of transfers in the webinterface is way higher than the number of folders in the temp directory.

I have some that have some progress, some still red.
Is there any way to check if those are saved somewhere else? When exactly does transmission create a folder for downloads - as soon as I add the torrent or if there is at least eg. 0.01% downloaded?

I don't think Transmission writes to disk until its 1st buffer is full.
