Torrent stuck at 98%, keeps going down in %

I have a torrent that's about 10,90 large which is stuck at 98% or 10,70 GB. There are 10 files and 1 of them is complete, the others are stuck at 99-97%. But ever so often, the percentage will drop to about 30%. If I click "verify local data", it will quickly raise the percentage back to 98%. But when restarting Transmission, the percentage drops again.

What can I do? I have reason to believe the higher percentage is correct since I remember downloading it and since the first completed file is playable (it's MKV).

Actually I just tested and if I remove the .part extension, all the other MKV's also play. Is the torrent actually complete but showing as incomplete?
