I am running Transmission 1.4 with OSX10.5.5 and I notice that I am limited to seeding to 13 peers with any single torrent. Only one or two peers show any real uploading, the other 11 or 12 are shown as uploading at 0.0 K. It doesn’t make any difference if I am connected to 20 peers or 200. Changing the bandwidth doesn’t change this, not does changing the port.
Any ideas of why there is this upload limit?

It's because you are technically in an upload state -- they've sent an "interested" message to say they'd like to download from you, and you've sent an "unchoked" message saying you're willing to give them data -- but for whatever reason, they're not currently asking you for anything. It's possible that they're already maxing out their download bandwidth on something else.

Thanks for the idea, but it is unlikely that 13 peers would have maxed out their download bandwidth, no matter how many are connected. If I have 20 peers connected, I upload to 13. If I have 300 peers connected, I still upload to 13. So this limit of 13 peers must be coming from me, not them.

I, too, have a similar observation.
Even when I have my upload transfer speed set to unlimited on all torrents none will go over 15 in active uploading. What is reported: "Peer wants you to upload, but you do not want to (interested and choked)."
My question is: why do I "do not want to" as I am interested? What is causing the choke?
I tried to pause all but one torrent and the active uploads stayed at 15 with 27 peers connected and interest and I have plenty of bandwidth available. With 10 torrents active, the limit stays at 15 on each of them with many more interested yet I seem to be choked with still plenty of bandwidth available on my side.
What is causing the choke?
Any ideas?

As its been around 6 weeks and no response, I guess the developers are too busy to worry about such a small (apparently) question.
