Change client connectivity when 0/0 KB/s allowed.

Any chance of the ability to disable all connectivity when bandwidth is restricted to 0 in both directions.

It's causing me two problems which I currently work around be shutting down the app during restricted hours.

1. My ISP (being the cheeky barstuards they are) considers bandwidth as 'peak' for the whole length of the connection if it's initiated during peak hours - even if it's started 1 minute before offpeak.

2. It looks like im a leacher allowing peers to connect but allowing 0 KB/s bandwidth to them.

I second this! Oh this would be fantastic--right now I also do 0kb up/down using speedlimit mode... not only do i have the issues above, but it has it often caused the infamous "slow death" issue...

I'd love to see connectivity simply shut down when restricted to 0kb/s. :mrgreen:
