after 2.69 gb of a 2.71 file, it won't finish, despite lots of seeders. it's been stuck for days. as you can see in the attached screen shot, UL and DL are fine on every other torrent, so it's not the network etc...

Select your torrent, click on the inspector (the script "i" in the top right corner of the window), select "peers" tab (looks like people's heads) and see if multiple people are at 100%. It's not unusual to find that situation - especially in smaller public torrents - where there is no ratio requirement. In those conditions, you may find that leechers often "hit and run" without doing their fair share by seeding at least as much as they've downloaded.
In those conditions, seeders may elect to seed only part of the file - in your example, 99% of the file - and wait until a larger number of "saturated" leechers (i.e. leechers who have accumulated all of the available pieces of the file) build up before seeding the remaining portion of the file. This "forces" or "encourages" the leechers with part of the file to share what they have downloaded with each other - and with any new leecher who happens to join the torrent - while the original seeder watches from the sideline. At a point determined by the original seeder, he can jump back in and seed for a few minutes until he is sure that a few new seeders will stick around - at which point he can leave for good.
It's a very bandwidth-efficient tactic -- for the seeder, anyway.
(OR it could be coincidence, OR the original seeder could just be an azz having fun by teasing people with what looks like copyrighted material?

This is what worked for me to push a stuck 99.99% file thru to 100% (yee ha) LOL
I noticed in the "files" list in the inspector that a jpg screencap was only partially downloaded which was odd since it wasn't selected for download at all. None-the-less, I checked it for download, gave it a high priority & Bing! 100% complete. go figure.
Hope this helps someone somewhere.

This was the 1st result that showed up in Google, so I registered to share some info.
I had the same problem & figured out the reason it wouldn't go to 100% was because I hadn't selected to download some of the files within the torrent. The actual file I was interested in (an AVI) was already at 100%. If you want the torrent to go to 100%, it seems you have to select ALL the files within it.
