Transmission 1.73 stops seeding at 1.0 Ratio

This has been a problem for me for a long time and I'm just now noticing what's happening because it's massively screwing up my ratios.

Whenever I create a torrent and upload it to the web site, I will seed away until my ratio for that torrent hits 1.0 and then Transmission stops seeding until I quit Transmission and restart. I'll go to the web site and notice that the people that just leeched my torrent are seeding to everyone else, yet Transmission sits there and does nothing until I restart it. After I restart, Transmission will continue to seed until it hits 1.0 again and then stop.

I checked under Preferences/Transfers/Management and the "Automatic" box is NOT checked.
